Shea was born and raised in Viridian City in the Kanto region with her twin brother, Byron, although the two spent an excessive time in the Unova region with her uncle, Titus. When she returned to the Kanto region, she was greeted with a, polite, war, in which their parents were supporters of the "enemies" or "baddies" of whatever you'd wish to call it, and when I say supporter, I mean obsessive-keeps-a-shrine-in-the-closet kind of supporter. And their parents were dead set on the two becoming Team Rocket members.
Shea and Byron joined Team Rocket at the age of sixteen, not too long after returning to the Kanto Region, but were more forced or pressured by their parents to join rather than joining willingly. Then Shea got a taste of the power Team Rocket had to offer, and she liked the taste, liked the feeling of power, liked the chaos and destruction. She soon became power hungry and, to be polite, evil; a completely different person that she was when travelling Unova. Shea and her brother originally became grunts and slowly worked their way up to admins, or at least Shea did, Byron stayed as a Executive, a rank under his sister.
Shea dreams of power, she wants to have the taste of power, it consumes her every actions. She will do whatever it takes until she's at the highest point of the power ladder, even take down the leader of Team Rocket. She currently has her eyes set on Crevan, mainly because they both share the same vision, and she will do anything she can to manipulate him to accomplish her own goals.
